Abstract
Introduction and Aim: There is no regulation for psychosocial risk assessment in Turkey.The aim of the study is to develop a psychosocial risk assessment and monitoring model and to seek a consensus between the occupational health parties towards national requirements.
Materials and Methods: This study was a Modified Delphi Study amongst key experts who had a role as stakeholders for policy, training and risk assessment practice in Turkey.Priority definitions and semi-structured open-ended questions were determined, by the the researchers.The main themes were identified from the answers to the open-ended questions and redirected to the relevant participants in order to achieve consensus.In this study, due to the nature of Modified Delphi method, it was tried to reach the key experts working in the relevant units, who were training groups, service providers, and authorities in governmental institutions related with psychosocial risk assessment process.The survey questionnaire was sent to 39 key people from 20 institutions (Ministry of Family, Labor and Social Services, Ministry of Health, ILO Turkey Office, nongovernmental organizatons, academics etc) in Turkey.Ninety-two percent of key people responded to the first round survey and 80.5% of them participated the second survey.The evaluation of qualitative data in the first round survey was done by the expert panel in the direction of thematic grouping.The quantitative data from first and second round surveys were analyzed on computer using IBM SPSS.Ethical approval was obtained for this study.
Results: The main psychosocial risks in the workplaces were workload, job insecurity, overtimework, insufficient wages, low leadership quality, underemployment, discrimination, mobbing and bullying.In general psychosocial risk assessment is not performed regularly in the workplaces. It is not prioritized and neglected. The awareness of the importance of psychosocial risk assessment is low.There is no standard approach for monitoring psychosocial risks in the workplaces.There was a high consensus on the statement which is ‘In order to eliminate the problems related with psychosocial risk assessment and monitoring in the workplaces, an action plan should be prepared by forming a working group that brings together public institutions, stakeholders and experts from different disciplines.’Many of the participants were agreed that there is a need for a legal infrastructure and guidelines for psychosocial risk assessment.
Discussion and Recommendations: Reluctance, lack of regulation, poor social dialogue and lack of resources due to lack of policies in countries prevent action on psychosocial risks.It is accepted that legal regulation is one of the most important factors for the prevention of psychosocial risks and work-related stress.
